Confronted with 25 inmates who have exhausted their death row appeals, Gov. Gavin Newsom called a moratorium on the state’s use of capital punishment despite voter-enacted legislation ensuring the state’s ability to carry out the sentences.

But prosecutors and death penalty proponents believe they may have a legal challenge based on the governor’s decision to shutter the execution chamber at San Quentin State Prison.
