Looking Back at a Liberal Icon Who Shaped the 9th
Three decades ago, then Chief Judge James Robert Browning mixed legal acumen with political finesse to forge the 9th U.S. Circuit Court of Appeals into the modern, mammoth bench that decides cases for a fifth of the nation's populace. Now, nearing 90, he no longer hears cases but his presence is still felt at the San Francisco courthouse that bears his name.
