California seeks to get ahead of pandemic voting issues

Presidential elections are always prime battlegrounds for partisan clashes on voting rules. This year, however, a global pandemic has injected a new host of problems for politicians and election officials to figure out. COVID-19 has threatened the traditional model of voting where most voters show up at a polling place on Election Day to cast a ballot.
