Non-union workers push for post-pandemic right of recall

While a handful of major jurisdictions issued ordinances last summer and in the early fall requiring certain employers to rehire laid-off employees according to a specified preference system once they are ready to hire again, Gov. Gavin Newsom ultimately vetoed a bill that would have imposed similar rules statewide.

When it became clear the COVID-19 pandemic would result in widespread layoffs last year, advocates for non-unionized workers began to push for a policy that has been rare outside of union contexts: right of recall.
