US judge considers drastic steps to address LA homelessness
U.S. District Judge David O. Carter ordered attorneys to submit papers outlining the limit of his power to remedy the problems in emergency circumstances, “with particular reference to the breadth and significance of the orders upheld by the Supreme Court.”




Frustrated by what he sees as inaction by the city of Los Angeles to address homelessness, a federal judge has requested briefs on the lengths to which he could go to solve the problem himself.
"These conditions cannot be allowed to continue!" U.S. District Judge David O. Carter wrote Sunday in a scathing order to appear and show cause.
