Kish is a civil rights lawyer who was appointed by Gov. Jerry Brown in 2014 to direct the department that calls itself the largest state civil rights agency in the U.S. Its mission ranges from protecting residents from employment, housing and public accommodation discrimination to combatting hate violence and representing the victims of hate crimes.
