Employer wage theft criminal bill heads to governor
If signed, AB 1003 would make it a category of grand theft, a potential felony punishable by up to three years in prison. In order to be convicted, an employer would have to be found guilty of $950 withheld from one worker or $2,350 from two or more during a 12-month period.




A bill to criminally punish wage theft by employers is heading to Gov. Gavin Newsom’s desk.
The Assembly approved AB 1003 by a 61-0 vote on Thursday, according to staff for the bill’s author, Assemblywoman Lorena Gonzalez, D-San Diego. The lawmakers needed to approve several amendments added by the Senate.
