No debate over one transfer of power: A new chief judge ascends the 9th Circuit
The daughter of Mexican immigrants who settled in one of the poorest parts of Kansas, Judge Mary Murguia next week will become the second federal chief circuit judge of Hispanic descent, and the second female chief judge of the 9th Circuit.
