Women on boards quota law is voluntary, state official testifies

Despite the wording of the statute that lists requirements for certain numbers of women on boards, and references to penalties for failure to comply and disclose, Secretary of State’s office official Betsy Bogart testified it is voluntary because no penalties have yet been imposed.

LOS ANGELES -- The secretary of state has no plans to issue fines against companies that do not comply with the California law requiring a minimum number of women on their boards, at least for now, a state official testified Thursday.
