Land use attorney led San Fernando Valley effort to secede from Los Angeles

"Richard was an effective, engaged and forceful advocate, not only for his community of Sherman Oaks, but for enhancing neighborhood quality of life throughout Los Angeles," Los Angeles City Attorney Mike Feuer said.

Richard H. Close, a prominent land use attorney who frustrated and endeared himself with city of Los Angeles leaders as he frequently agitated for issues of importance in the San Fernando Valley, including leading a secession effort, died Monday. He was 77.
