Both parties attack Newsom’s anti-retail theft spending
Caitlin O’Neil, a fiscal and policy analyst with the Legislative Analyst’s Office, said the governor’s plan lacked “clear objectives.” She said the definition of organized retail theft under state law could apply to anything from two people shoplifting together to large human trafficking rings carrying out coordinated mass thefts.




Lawmakers of both parties threw water on Gov. Gavin Newsom’s proposal to spend $127 million to fight organized retail theft during a budget hearing on Wednesday.
The money would be distributed through agencies through the California Department of Justice and several other agencies, according to Newsom’s plan.
Overall, Newsom has proposed to increase Attorney General Rob Bonta’s budget by about $40 million to $1....
