Both sides agree: Biden's proposed Supreme Court overhaul is a nonstarter

Most of President Joe Biden's proposed sweeping reforms of the U.S. Supreme Court, announced Monday, would require constitutional amendments that are politically unrealistic even if Democrats sweep the White House and Congress in the November election, legal experts said.

Biden's plan, which omits many details, would impose an 18-year term limit on Supreme Court justices. While many legal scholars think that is a good idea, in theory, it runs afoul the U.S. Constitution. <...
