Lawyer angry Court of Appeal won't publish decision over San Diego municipal building

"The case has statewide implications because the court rulings allowed local government to evade the debt limit law by agreeing to pay the debt in full, after being caught violating the Constitution," Michael J. Aguirre said.

A Court of Appeal refused to certify for publication its dismissal of a taxpayer lawsuit over the city of San Diego's troubled lease of the building at 101 Ash Street.
