State micromanaging apprentices' work, trade groups argue

Several organizations sued the California Department of Industrial Relations, claiming its Apprenticeship Council overstepped the state's authority in determining which workers could be considered apprentices.

A coalition of construction trade groups argued on Tuesday that the state misused prevailing wage laws to micromanage what work apprentices can do. The case comes at a time when California is trying to increase the availability of apprenticeships in the face of a massive housing deficit.
