A putative class action claims the City of Los Angeles illegally increased sewer service charge rates and failed to provide timely and adequate responses to requests for information in violation of state laws.
Alternatively, the complaint said, the city is liable under Proposition 26, which requires a majority vote of the electorate to raise utility rates.
The city prevailed in a similar case last year over electrical rate increases.
