The failure of the California Legislature to provide access to courts of appeal

In California, most low-income litigants are effectively denied the right to appeal because the Legislature prohibits cost-effective electronic recordings of court proceedings, preserving a failing and exclusive system that requires expensive court reporters few can afford.
