A federal judge found the City of Los Angeles altered, fabricated and failed to produce key sanitation records and violated discovery orders in a years-long lawsuit over its homeless encampment cleanup practices.

The plaintiffs prevailed on a terminating sanctions motion that accused the city of spoliation of evidence and discovery abuses.
