SAN DIEGO -- In her first full year on the bench, Superior Court Commissioner Rosy S. Meyerowitz has found eviction cases to be emotionally challenging.
"Most of the time no one's happy," she said, "because on the one side you might have a landlord who is not getting paid and on the other a tenant is having a really hard financial time."
