Hearing oral argument at the state Supreme Court, Justice Patricia Guerrero faced a deceptively simple-sounding question regarding the rough and tumble of California electoral campaigns: When legal disputes arise, does the Political Reform Act's attorney fees provision apply equally to plaintiffs and defendants? A $900,000 fee award was at stake.
