SANTA BARBARA - On a recent afternoon, Judge Brian E. Hill could be heard loud and clear in a room next to his courtroom through a speaker positioned on his judicial secretary's desk. In the adjacent room, an intern tapped away at a laptop keyboard, keeping an ear on the court proceedings.
