MORGAN HILL - Santa Clara County Commissioner Gregory H. Saldivar has a special ritual for those who show progress as they appear before him in drug court.

"When they hit one year of sobriety, I give them an AA chip for that milestone," said Saldivar, 61, referring to a traditional Alcoholics Anonymous token awarded for success. "It's nice to hear applause in the courtroom."
