"This is my first time in private practice," Silva said in an interview. "I was not unhappy at legislative counsel. It's a great agency. But I had been doing it a long time and I just sort of felt like I needed a new challenge and a change of scenery as we often do in life."
He described joining Olson Remcho as, "an opportunity to work alongside the best of the best in my profession" and said he looks forward to continuing to contribute to the governance of the state by advising clients involved in state politics.
"I'm really excited about the prospect and I think this is going to be a good change for me in a way that it sort of broadens my horizons," he said.
Silva had been chief deputy since 2014 in the office that provides legal services to the California Legislature.
His work included drafting legislation and preparing legal opinions on elections and redistricting, campaign finance law changes, open meetings and public records. He said he also oversaw all litigation related to the Legislature and advised state officials on ethics and conflict of interest matters.
Working with the office's staff and contributing to good governance and policymaking were what he enjoyed most, he said.
Previously Silva was a staff attorney for the Central District of California court. He was a law clerk for U.S. District Judge Howard McKibben of the District of Nevada and for U.S. Magistrate Judge Ralph Zarefsky of the Central District.
