Pension Plan Was 'Slush Fund,' Says City Attorney

SAN DIEGO - City Attorney Mike Aguirre said Wednesday that a lengthy investigation by his office shows that the City Council and Mayor Dick Murphy crossed legal bounds when they increased payments to their personal retirement accounts and lowered the retirement age to 55.
