Clinton Lawyers Fail to Persuade Panel As Impeachment Articles Are Prepared
WASHINGTON - President Clinton did not lie under oath in the Monica Lewinsky matter, White House counsel Charles F.C. Ruff told the House Judiciary Committee Wednesday on the second and final day of the president's impeachment inquiry defense - and even if he did lie in a civil deposition and before a federal grand jury, Ruff cautioned, it does not warrant removing him from office.
