Legality of Impeachment by a Lame Duck Congress Queried
WASHINGTON - President Clinton's conduct in the Monica Lewinsky matter was "sinful but not impeachable," his special counsel Greg Craig told the House Judiciary Committee Tuesday in a marathon hearing during which Craig, legal scholars and Watergate-era members of Congress defended the president against the threat of impeachment in the first of two days allotted the White House.
