Hate-Crime Report Urges New Strategy

A task force's report to the Los Angeles Board of Police Commissioners recommends sweeping changes in the way the police department tracks, investigates and prosecutes hate crimes. The report is expected to be ratified at Tuesday's police commission meeting.
