'Brownfields' Refinery Site May Be Reborn as a Suburb

SAN FRANCISCO - The shiny new brick-and-brass sign reads "New Pacific Properties," but for many neighbors it spells "relief." Gradually disappearing from behind the sign and from the eastern shore of San Pablo Bay is Pacific Refinery, which for 33 years produced gasoline, diesel fuel, asphalt - and sometimes nasty backyard fights over air pollution.
