SAN FRANCISCO - Holding to her end of a unique political swap, Judge Betty Binns Fletcher of the 9th U.S. Circuit Court of Appeals has assumed senior status as part a political bargain that cleared enough Republican opposition to allow her son William A. Fletcher to join the same court.
