New Law Impedes Plans to Help Wards of Court

A plan to implement radical changes in the way youngsters are treated at MacLaren Children's Center, the county's only shelter for abused and abandoned wards of the court, has temporarily bogged down because of a new state confidentiality law recently signed by Gov. Pete Wilson.
