WASHINGTON - Taking a slap at the Clinton administration and a possible preemptive strike at future White Houses, the Senate Thursday took up a bill that would tighten the rules on executive branch officials serving in a temporary, or acting, capacity and more firmly entrench the Senate's advice and consent role.
