Baca's Role in Settlement Questioned

A former high-ranking Los Angeles County law enforcement official trying to unseat Sheriff Sherman Block is being investigated for allegedly trying to initiate settlement talks without the authority to do so in a case that was settled Tuesday by the Board of Supervisors, a sheriff's official said.
