HMOs Ordered To Observe Due Process Rights

SAN FRANCISCO - Extending new rights to Medicare patients, a federal appeals court ruled Wednesday that health maintenance organizations act as government proxies and thus violate due process rights if they do not provide adequate notice and appeal rights to patients denied Medicare coverage.
