SACRAMENTO - In a move that keeps alive one of last year's most divisive bills, the state Assembly passed a measure to dramatically decentralize oversight of the state's court system.
The passage late Monday was a surprising defeat for the Judicial Council, which waged an all-out campaign to kill the legislation. Instead, the bill will be sent to the state Senate where it faces a tough uphill battle.
