SAN FRANCISCO - Over a blistering dissent, the 9th U.S. Circuit Court of Appeals refused Monday to reconsider a decision barring a Fresno employer from probing the citizenship status of 23 Latina and Southeast Asian women who filed a civil rights lawsuit after they were fired.
