Small Town, Big Responsibility

ALTURAS - Growing up in a town with a population of less than 3,000 can be a blessing and a curse. Just ask Superior Court Judge Francis W. Barclay. The freshman judge, appointed by Gov. Gray Davis in August 2003 to the Modoc County bench, grew up in this isolated community in the northeastern part of the state that borders Nevada and Oregon.
