Judge David A. Horowitz Retires, Will Become Arbitrator, Mediator

Judge David A. Horowitz retired Sept. 5 after 22 years on the bench. Horowitz, 60, spent the last 12 years presiding over civil cases in the downtown Stanley Mosk Courthouse.
