Court Upholds Department's Discretion in Parks Contracts

LOS ANGELES - Two recent court decisions have upheld the broad discretion of the Los Angeles Department of Recreation and Parks in awarding contracts to operate the city's parks and golf courses, rejecting persistent charges by bidders that lobbyists and department staff have tainted the review process.
