Contra Costa's Simons Confirmed to the 1st DCA

SAN FRANCISCO - Contra Costa County Superior Court Judge Mark B. Simons, a judicial educator and author of two legal reference books, was praised for his diligence and humanity Monday as he was unanimously confirmed to join the 1st District Court of Appeal in San Francisco.
