Consulting company charged with fraud in environmental cleanup

The State Water Resources Control Board Office of Enforcement has filed charges against the owners of Hayden Environmental Inc., claiming the company overbilled the state's Underground Storage Tank Cleanup Fund.

One perennial problem with government funding is bureaucratic red tape. So when the state Legislature created a fund to pay for cleanup of contamination caused by underground storage tanks, lawmakers tried to made it easy for contractors to claim expenses.
