An important vector in analyzing the trajectory of recent events in Ferguson, Missouri, is whether federal law and federal courts are contributing to the problem or to the solution. A significant check on police abuse is the remedy victims have under 42 U.S.C. Section 1983, the federal statute which permits persons to vindicate deprivations of federal civil rights against government entities and their employees.
