Court OKs Out-of-State Prison Transfers

Gov. Arnold Schwarzenegger has authority under emergency powers to relieve overcrowding in California's prisons by ordering the transfer of inmates to private out-of-state facilities, a unanimous Sacramento appellate panel held Wednesday.
