Finally, Proposition 59 Opens Door to Secret Judicial Society

Forum Column - By Peter Scheer - If one were to rank state government institutions on the basis of their "transparency" - how open they are to public scrutiny of their decisions - the court system would have to be at the bottom of the list, down near the Franchise Tax Board. (On second thought, that may be unfair to the tax board.)
