Marcos' Victims Suffer Another Setback in Bid for Restitution
SAN FRANCISCO - A federal appeals court has ruled that a judge overstepped his authority in bringing contempt proceedings against a bank in the Philippines over its handling of assets seized from the estate of former dictator Ferdinand Marcos.
