City Controller Says She Might Withhold Payment on Contract

LOS ANGELES - Days after the first federal indictment in the city's pay-to-play scandal, Los Angeles City Controller Laura Chick on Tuesday threatened to withhold final payment on a $24 million contract with Fleishman-Hillard if the beleaguered public relations giant does not document $350,000 billed to the Department of Water and Power.
