Governor signs modest CEQA reform bill

Gov. Jerry Brown signed a bill Friday that will alter parts of the state's bedrock environmental law and speed up approval of a basketball arena in downtown Sacramento.

SB 743, authored by Senate President Pro Tem Darrell Steinberg D-Sacramento, makes changes to the California Environmental Quality Act - known as CEQA - in response to complaints from the business community that it hampers development.
