9th Circuit Hears Test Case Over Gun Rights

A 9th Circuit panel Thursday considered whether an Alameda County ordinance banning guns on county property violates the First, Second and 14th Amendment rights of gun show promoters. The case is the first chance the 9th Circuit has had to address the issue of whether the Second Amendment applies to state and local governments since the U.S. Supreme Court found an individual right to bear arms in its June Heller decision.
