Court insiders at a judges' conference in Monterey say Kate Howard will step in for the retiring Ray LeBov.
SAN FRANCISCO - Kate Howard, an assistant to Administrative Office of the Courts lobbyist Ray LeBov, will replace LeBov upon his retirement, several court insiders said during the weekend's meeting of the California Judges Association.
