Proposed 'Top-Two' Primary System Would Create Oligarchy

Forum Column - By Roy Ulrich - Californians will be asked to vote again in November on our primary election system. The "blanket" primary of 1996 was voided by a U.S. Supreme Court ruling in California Democratic Party v. Jones, 530 U.S. 567 (2000). So Republican Richard Riordan and Democrat Steve Westly are co-sponsoring a new ballot measure. The result, unfortunately, is not simply political "deform" masked as reform but also a dangerous change to the state's political system.
