Documents Implicate Councilman

SANTA ANA - Huntington Beach City Councilman David Garofalo voted on city contracts in which he had financial interest, failed to report income from selling his business and withheld information from the Fair Political Practices Commission, prosecutors alleged in court documents released Wednesday.
