Ruling Gives State Some Say in Offshore Oil Leases
SAN FRANCISCO - A federal judge's decision to halt development of three dozen offshore oil and gas leases will, for the first time, give the state and the public a voice in whether new drilling will occur in the ocean off California, according to environmentalists.
